BOI Thailand Guide: Investment Incentives for Foreign Investors and Businesses

Thailand is one of Southeast Asia’s leading investment destinations, offering excellent infrastructure, a strategic location, and attractive government incentives. One of the biggest advantages for businesses investing in Thailand is the Board of Investment (BOI) promotion program.

What is BOI Thailand?

The Thailand Board of Investment (BOI) is a government agency that promotes domestic and foreign investment by offering tax and non-tax incentives to eligible projects.

BOI promotion is available across a wide range of industries, including manufacturing, logistics, automotive, electronics, food processing, renewable energy, digital technology, and other targeted industries that support Thailand’s economic growth.

Benefits of BOI Promotion

Businesses approved by the BOI may qualify for several valuable incentives, including:

  • Corporate income tax exemption for up to 8 years
  • Import duty exemption or reduction on machinery
  • Import duty exemption on raw materials used for export production
  • Land ownership rights for BOI-promoted foreign companies (subject to BOI conditions)
  • Additional tax deductions for infrastructure and operating expenses
  • Permission for 100% foreign ownership in many promoted business activities
  • Easier visa and work permit procedures for foreign executives and specialists

These incentives help businesses lower investment costs while improving long-term competitiveness.

However, not all incentives are available to every project. The incentives granted depend on the type of business, the investment criteria and conditions, and the BOI regulations and announcements in effect at the time of application.

BOI Investment Zones (Legacy System)

Under the previous BOI investment policy, Thailand was divided into three investment zones. The level of incentives generally increased for projects located outside Bangkok to encourage regional investment and industrial development.

Zone 1 – Bangkok Metropolitan Area

Zone 1 includes Bangkok and nearby provinces with well-developed infrastructure and strong transportation networks.

Typical incentives:

  • 50% reduction of import duty on eligible machinery
  • Corporate income tax exemption for up to 3 years
  • Import duty exemption on raw materials used for export production for 1 year

Zone 2 – Major Industrial Provinces

Zone 2 covers important manufacturing and logistics hubs such as Chonburi, Rayong, Chachoengsao, Ayutthaya, Saraburi, and Phuket.

Typical incentives:

  • 50% reduction of import duty on machinery
  • Corporate income tax exemption for 3–5 years
  • Import duty exemption on export raw materials for 1 year

Zone 3 – Regional Investment Areas

Zone 3 includes the remaining provinces across Thailand and offers the highest level of investment support.

Typical incentives:

  • Full exemption of import duty on machinery
  • Corporate income tax exemption for up to 8 years
  • Import duty exemption on export raw materials for up to 5 years
  • Additional tax incentives for selected provinces

BOI focuses on industries that contribute to Thailand’s long-term economic development, including:
